# Citizen Portal

Off duty, **F7** (or `/mdt`) opens the Citizen Portal. Real players make characters and register their cars, so officers can run, cite and book them like any AI driver.

## Characters

Make as many as you like: name, date of birth, sex, address, licence status, and flags from the list the server allows. Pick one as **active**. Name and date of birth are fixed once created.

Flags a civilian can set on their own character (from `Config.CivFlags`): ACTIVE WARRANT, WANTED PERSON, ARMED AND DANGEROUS, GANG AFFILIATION, PROBATION, PAROLE, MENTAL HEALTH, DRUG RELATED, VIOLENT HISTORY.

## Vehicles

Sit in your car and type `/vehreg`. It registers the plate, make, model and colour to your active character. In **Vehicles**, toggle registration, insurance and stolen.

## Showing your ID

`/showid` shows your active character's ID card to the nearest player within 3 m. An on-duty officer also gets the record queued in their MDT.

## My Record

Signed reports that name one of your characters or vehicles: charges, fines and the narrative.

## Call 911

Type what's happening. Your exact position goes with it. Every on-duty officer gets a dispatch voice line, a notification, and a red circle on the map that covers the area without pinpointing you. The call shows on the calls board as **PEND**:

- **Set Waypoint** routes the officer to the exact spot.
- **Respond** makes it that officer's open incident.

Unanswered calls drop off after 15 minutes (`Config.Call911ExpireMinutes`), and one player can call once a minute (`Config.Call911Cooldown`).

## What officers see

Police see civilian characters and vehicles in their normal searches. **Add to Incident** on a person or vehicle return attaches it to the officer's open call, so real players can be cited and booked.

Only the owner can change or delete a civilian record, and civilian records are never pruned.
